Data Bank of Paddy Land & Wetland

This is an official document prepared under the 'Kerala Paddy Fields and Wetlands Conservation Act' of 2008 for the protection of paddy fields and wetlands in Kerala. It has been formulated to ensure food security in the state and maintain groundwater levels and ecological balance.

🌾 Basic information and main objectives
What is a data bank?
This is the official list of actual paddy fields and wetlands in Kerala with survey numbers as on 12th August 2008 when the Act came into force. It was prepared using ISRO satellite images, revenue records and a Local Land Management Committee (LLMC) headed by the Agriculture Officer. It is available at Krishi Bhavan, Village Office and Panchayat.
Prevent illegal dumping
Land recorded as 'field' or 'wetland' in the data bank cannot be legally filled or used for other purposes without the proper permission of the Agriculture Officer or the concerned Revenue Authorities.
Environmental protection
Its main objectives are to protect natural water bodies and streams, prevent floods, maintain groundwater levels, and safeguard the state's traditional agricultural sector and food security.

📑 Form 5 Application
Exclusion from the data bank
If the land was filled before August 12, 2008, an application can be made to the RDO to remove it from the data bank . If the satellite images of 2008 are verified through KSREC, an order will be issued to remove it.
📑 Form 6 Application
Change in Revenue Records (BTR)
Even if it is excluded from the data bank, an application must be made through Form 6 to change the 'land' to 'household' in the BTR register. The fee is to be paid based on the fair value of the land. (There are fee concessions for land for building a house worth less than 25 cents).
🏠 House construction exemptions
Special permission
Those who do not own any other land can apply for land acquisition of up to 10 cents in Panchayats and up to 5 cents in Municipality/Corporation for building a house . This requires the recommendation of the Local Level Committee (LLMC) and the approval of the District Level Committee (DLAC).
